Location:Bensheim, Germany
Contract Duration: 2 years (with possibility of extension)
Contract Type:full time
Contract Start: As soon as possible
Objective: Under the supervision of the Director Global Programmes, the incumbent of the positions will develop and manage a professional (planning), monitoring and reporting system for CBM’s development programmes.
Main tasks:
Development of a Programme Monitoring System
- Establish and support an effective programme monitoring system, developing and supporting the implementation of a monitoring framework & relevant tools
- Support the development of data management systems in the field for projects and for Country Implementation Plans
- Support Country Coordination (CCOs) and Regional Offices (ROs) to manage data and to ensure responsible data management at all stages
- Develop a learning system from the monitoring findings and set up specific learning activities to develop capacity in ROs/CCOs
- Specific support to M&E staff in the ROs, CCOs and ultimately Project Partners
Review and Refinement of Project/Programme Reporting Tools/Systems:
- Review and further develop CBM reporting standards in regards to partners’ and CBM’s needs and donors requirements: follow-up and support of the project progress report(PPR) roll-out including further developments planned
- Review and harmonise other existing reporting tool(s) and system(s) at RO and CCO level for a more consistent and efficient reporting & learning process
Review and Refinement of Programme Planning Tools/Systems:
- Review of programme planning formats and frameworks in regards to the internal and external developments and new initiatives
- Review the existing CBM programme planning tools (Multi-Year-Plans, log frame) to respond to the different stakeholders needs within CBM
- Support development of qualitative and quantitative indicators for projects/programmes and for Country Implementation Plans in close cooperation with the Evaluation Manager
Communication:
- Produce high quality reports, briefings and presentations according to agreed formats and schedules
- Participate in meetings and workshops with a programme development contribution perspective
Professional Profile and Requirements
- University degreein development studies, business administration, economics, social sciences or related fields
- At least 5 years’ experience in the development sector of which at least 2 in the developing world
- Extensive experience working with and developing monitoring and reporting systems
- Proven track record in managing and co-ordinating complex systems
- Proven track record in facilitation and training
- Knowledge of participatory methods in project planning and monitoring
- Experience in working collaboratively to promote a culture of monitoring and learning across organisations
- Sound knowledge in Project Cycle Management
- Ability to produce high-quality reports and briefings/presentations in English
