GBV SPECIALIST – LIBYA

JOB DESCRIPTION

The GBV Specialist will work under the direct supervision of the Protection Coordinator and in close collaboration with the Programme Manager (PrM) Misrata and will support the GBV components of projects in Lybia, in particular the setting up phase of EU project in Misrata.

Main tasks:
S/He will provide technical support and guidance to field staff and quality oversight during implementation of the MHPSS/GBV project and on GBV data collection, ensuring that all activities are in line with international standards and global guiding principles;
S/He will contribute to continuous analysis of the achievements of the project and undertake field monitoring visits to identify technical quality of services, evaluate gaps in performance of team and amend/adjust work plan accordingly and inform and update staff through regular project reporting and weekly staff meetings;
S/He will develop and ensure the correct use of the GBV tools relevant to the project management, monitoring and proposal writing;
S/He will support the MEAL manager and the Protection advisor to conduct continuous lesson learn activity to identify needs and gaps in programming and proactively suggest new activities to enhance protection activities
S/He conduct a vulnerability assessment and will contribute to develop new proposals related to GBV sector
S/He will attend and represent Cesvi on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for survivors of GBV
S/He will support the team in the identification of suitable advocacy messages and tools.
S/He will plan, in close collaboration with the PrM, GBV program activities
S/He will coordinate, in close collaboration with the PrM, the intervention with the other INGOs/NGO partners
S/He will coordinate with MEAL staff for the monitoring of GBV activities in Misrata, including the designing and collection of quantitative and quality data
S/He will support, in accordance with the deadlines, the PrM in project reporting (activities planning, monthly program progress and project final report)
S/He will support in potential project amendment or extension within the due times
S/He will directly responsible for GBV field staff recruitment and coordination in Misrata
S/He will conduct training /mentoring /coaching of project staff (including other projects) on an ongoing basis on GBV and MHPSS
S/He will guarantee that all the activities are in line with Donors’ and Cesvi procedures and rules
S/He will actively participate to the Sector Working Group.
S/He will liaise with relevant stakeholders

 

REQUIRED COMPETENCIES
Master’s Degree in Psychology, Gender/ Women Studies, or another appropriate field;
Minimum 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 2 years must be in the field of MHPSS projects and GBV prevention and response;
In-depth understanding of GBV prevention and response, related international standards, and guidelines;
Proven experience in using GBVIMS and GBVIMS tools, and knowledge of GBVIMS standardized GBV types;
Proven program and staff management skills and capacity building;
At least 3 years’ experience providing case management and psychosocial support, directly or in a supervisory role and at least 2 years’ experience supervising caseworkers
Demonstrated capacity and experience in conducting field level assessments including developing tools, e.g. questionnaires, referrals template and modalities, focus group discussions and M&E.
Demonstrated experience in implementation of multi-sectorial response to GBV including health, PSS, and legal response;
Demonstrated experience in working with local NGOs, local authorities and institutions;
Strong diplomatic skills, and demonstrated experience in networking and building effective partnerships;
Proven experience in conducted training for both program staff and local organizations/authorities;
Strategic thinking and innovation;
Fluency in English (written and oral);
Strong computer skills including MS Word, Excel, PowerPoint and email/internet software.

DESIRABLE COMPETENCIES
Experience in working with the European Union funds
Knowledge of Libya and MENA region
Knowledge of main donors’ procedures and regulation and previous experience in human rights
Knowledge of Arabic

JOB DESCRIPTION
The CP Specialist will work under the technical supervision of the Protection Coordinator and will support, in close collaboration with the Tripoli Programme Manager , the CP component of Cesvi interventions in Tripoli.

Main tasks:
S/He will provide technical assistance and guidance to field staff and quality oversight during implementation of the Child Protection Program, including prevention and response services,
S/He will ensure that all activities are in line with international standards, global guiding principles and National SoPs;
S/He will be responsible for the CP Supervisor in leading and monitoring the Case Management intervention, including the organization of CM weekly meeting, revision of high risk cases, revision and approval for case closure
S/He will identify training needs and, in coordination with the Protection Advisor, and accordingly to create training modules material, provide training , follow up trainings and regular coach to the CP staff to the staff;
S/He will conduct regular visits to monitor implementation of programmes and to provide technical guidance;
S/He will consolidate quantitative and qualitative reports related to CP activities as per donors and Cesvi requirements;
S/He will support the MEAL manager and the Protection advisor a lesson learn activity to identify needs and gaps in programming and proactively suggest new activities to enhance the protection activities
S/He conduct a vulnerability assessment in order to provide recommendations to tackle the main problematics emerged during 2018.
S/He will contribute to develop new proposals related to Child Protection sector.
S/He will attend and represent Cesvi on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for CP.
