ONE is a global campaign and advocacy organisation backed by more than six million people from around the world and every walk of life that are committed to the fight against extreme poverty and preventable disease, particularly in Africa. We hold world leaders to account for the promises made to the poorest, and we press them to support better policies and more effective aid and trade reform. We also work with leaders in Africa to support greater democracy, accountability and transparency so these resources can be effectively deployed.  ONE has offices in Berlin, Brussels, Johannesburg, London, New York City, Paris and Washington DC.

Position Summary
The Policy Officer, Agriculture and Inclusive Growth will support the frontline Agriculture and Inclusive Growth advocacy work of our team globally, with an initial focus on supporting the European team.  In 2015, his/her focus will include work across Agriculture and Inclusive Growth as it relates to the Post-2015 Development Goals agenda as well as tracking donor commitments across all of ONE’s policy areas.  Related to accountability, in 2015, s/he will work with partners to develop policy guidance for particular countries in Africa on agriculture, inclusive growth, and health budget transparency. The Agriculture and Inclusive Growth, Policy Officer will also explore ways in which to deepen ONE’s engagement on trade and investment and resilience. This position will be based in our London or Brussels office and reports to the Policy Director for Agriculture and Inclusive Growth in Washington, DC.

 Minimum Qualifications

  • Master’s degree preferably in economics or a development-related field
  • Five years’ experience working in a policy development role within the international development sector, including developing and communicating policy with expertise in trade and investment a plus
  • Excellent verbal and written English communication skills
  • Proficiency in French or Dutch is a plus
  • Experience influencing stakeholders and establishing and maintaining strong partnerships
  • Demonstrable understanding of the links between advocacy, policy-making, legislation, and implementation of programs
  • First-rate understanding of global development issues, and the ability to critically analyse academic papers on development and trade and investment
  • Outstanding research, writing and analytical skills, including the ability to manage and statistically analyse datasets and synthesise complex data analysis and policy issues into digestible briefings communicable to non-specialist audiences
  • Excellent organisational skills and attention to detail
  • Ability to use and produce concise briefings that distil complex policy into compelling material to successfully advocate and campaign for policy change
  • Proven ability to work effectively in a team environment and strong interpersonal skills
  • A global outlook with the ability to work within a global team
  • Ability to respond flexibly to opportunities and requests, at times with little notice
  • Flexible, resourceful, adaptable and innovative, with the ability to manage competing priorities and to work on a broad range of policy issues in a rapidly changing environment
  • A commitment to ONE’s mission and a strong drive and determination to help ONE to play its part in eliminating extreme poverty in Africa, across all of ONE’s areas of focus
  • Ability and willingness to travel if required
  • Ability to consistently apply good judgment and make good and responsible decisions
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times

Principal Duties and Responsibilities

  • Support ONE’s work on Agriculture and Inclusive Growth with respect to nutrition, accountability, budget transparency, trade and investment, and resilience
  • Work with our global offices to identify key opportunities and coordinate policy guidance on driving ONE’s core priorities in those markets with particular focus initially on European offices
  • Track donor commitments across all of ONE’s policy areas
  • Represent ONE in external meetings related to his/her portfolio, including high-level meetings as appropriate
  • Build and maintain relationships with key stakeholders working on Agriculture and Inclusive Growth
  • Undertake research and policy analysis, sometimes at short notice, that is focused on winning arguments to effect change and that can be used by colleagues across the organisation
  • Prepare documents on key Agriculture and Inclusive Growth issues for ONE’s website, blog posts, talking points, and briefings for senior policymakers and principals
  • Work closely with colleagues in the Global Policy team to ensure all of ONE’s other policy issues are reflected in our Agriculture and Inclusive Growth work as appropriate
  • Work with ONE’s Communications and Campaigns teams to deliver organisation-wide activities on Agriculture and Inclusive Growth
  • Lead and mentor interns, as appropriate
  • Perform any other duties as appropriate to the role
